PSSJ Cautions Judiciary Staff Against Absenteeism

The Permanent Secretary/Secretary to Judiciary, Dr Pius Bigirimana, in his communication during the 51st Health run on Wednesday June 15, 2022 cautioned Judiciary staff against absenteeism. He said that he had received reports that some courts were not functioning something which can warrant disciplinary action to culpable officers.

"Either you are at your workstation, or you'll be sent away," he stated. Adding that staff should portray a positive image of the Judiciary to sustain the institution's honour and respect. Noting that he was pleased with the Kamwenge and Kitgum Courts when he paid a courtesy visit to the stations and found all the staff on duty. 

He also revealed that a surprise visit to six courts along Hoima Road was conducted a few weeks ago, and no judicial officers were found at most of the stations. The Courts visited included Bukomero, Kiboga, Hoima, and Kagadi Courts but no judicial officer was found on duty except the Magistrate Grade one at Busunju Court.

Dr Bigirimana also shared that the Judiciary was allocated Shs 381.6 billion in the recently read National Budget, noting that the institution had received additional funding for development which will facilitate the construction of a few more courts.

During the interactive break, Hon. Lady Justice Margaret Mutonyi stressed that courts need to be well-equipped to carry out their basic functions as well as enhance the operational funds for judicial officers. 

While HW Amabilis Stella recommended that provisions for people with disabilities should be considered when building court structures. 

In response, the PS/SJ highlighted the existence of specific instructions to the Engineering and Technical Services Department that all newly constructed Courts must have facilities for people with disabilities. The instructions were given by the Judiciary Top Management which is responsible for approving the standards and plans for all court structures.
